Fairview approves new Town Center development

The Fairview City Commission last week unanimously approved rezoning 52 acres of property near city hall to create a mixed-use area that is planned to have more than 500 homes, retail and commercial space along with amenities including a greenway and other public spaces.

With some frontage along Fairview Boulevard, the property is located north of Fairview City Hall and Bowie Nature Park, stretching west to connect with The Groves parcel off Mangrum Lane and Waynes Lane.

Owned by the Abernathy family, the property is being purchased by Regent Homes, the developer and builder for the Groves property development.

Regent Homes’ owner David McGowan noted the property will be developed over time due to the size of the project. They have built homes in Berry Farms and Westhaven in Franklin. Locally, they are building the Otter Creek and Audubon Cove subdivisions.

According to Commissioner Brandon Butler, “The Town Center of Fairview has been the number one priority since they performed the first Comprehensive Plan in the late 90s. An overwhelming response both then and a couple of years ago for the 2040 plan, spoke to the desire to have a true community town center area…That makes this one of the most impactful developments to ever be proposed to our community.”

 

 

The development proposal was well received at a joint work session of the Planning Commission and the City Commission in June. The Planning Commission also reviewed the project in July before it was passed on to the City Commission in August for rezoning approval.

The master development plan shows a mixed-use area with 534 housing units, ranging from multifamily dwellings to townhouses to one-quarter acre lots with single family homes along the border the Groves parcel.

The plan also includes 15,180 square feet of retail space, 17,160 square feet of restaurant space, 50,160 square feet of office space, and 28,710 square feet of community facilities.

Amenities include a town square, a paved greenway that connects to Bowie Park’s Perimeter Trail along the TVA power line, plus several other public spaces. The plan shows three direct access trails to Bowie Park from the development including the greenway.

According to the development proposal, maintenance of all community facilities and outdoor areas would be handled through an association with the exception of the city right-of-way.

“The heart of this city begins with this town center, and I’m really excited about this project,” said City Commissioner Rod Dawson.
