Clarksville Mayor Joe Pitts presents $144M proposed budget

Clarksville Mayor Joe Pitts has proposed a city budget totaling $144,083,312 for Fiscal Year 2022-23. Pitts has proposed holding the tax rate to $1.23 with no property tax increase.

A proposed 5% general wage increase for all regular employees will be effective July 1.

The entry level pay has been increased to $15 per hour.

There are 32 new hires planned in next year’s budget.

There are 16 police officers and an additional 15 firefighters proposed in next year’s budget.

The Human Resources Department will add a new employee to focus on diversity, equity and inclusion in the city’s workforce.

Clarksville’s Chief Financial Officer Laurie Matta presented a brief overview of the city’s budget, outlining the budget process.

The first reading of the budget is set to be approved by Clarksville City Council on June 9.

The second reading is set for June 14.

The city is required to have a budget approved by June 30 in order to continue normal operations on July 1.

 

 

The city’s budget is comprised of 14 governmental funds, seven enterprise funds and four internal service funds.

There are 19 departments within the General Fund, which is the main operating account of the city government.

Revenues for the City of Clarksville are projected at $133.7 million, with a majority of revenues coming from taxes.

Total expenditures are just over $144 million. Nearly half of the expenditures are for police and fire, $17.4 million for streets and $57.2 million for other government expenses, such as parks, golf, building and codes, city court, support departments, debt service payments, transfers to capital project funds and other entities.

The total budget for departments is $116.9 million and the other $27.2 million are transfers and other entities.
